If we were talking about real minors, yes of course, but we are talking about fictional characters here, characters that are underage in the context of the story but still (fictional) characters, and not characters of any game or show either, the Senran Kagura girls are very stylized and don't look like anyone who exists in real life...Senran Kagura is not The Last Of Us or God of War, which are fiction too but with a realistic style or graphics.
