I've been thinking about this A LOT lately, because it's almost certain that cartels will resort to weapons of mass destruction/bioweapons/bioterrorism pretty early-on once they actually feel they're existentially under threat. U.S. intelligence analysts understand this dynamic as well. I assume they're prepping for several major cities to be attacked in some form.
