Hugo is not charitable, Hugo just knows well how to use money to his advantage. The only ones throwing money at you are Alice who is extremely rich, has zero social skills and is highly thirsty and Jane who has nowhere to spend money on, has lacking social life and is decently thirsty. Since Astra has good social skills and isn't exactly thirsty she is well aware that throwing money at you is a pointless task.
