Obviously this bandaged fellow has the Mystic Eyes of Death Perception, but I'm not really sure how to interpret this flashback. I guess Shiki accidentally killed this bandage guy before he killed Arc and somehow that transferred the MEDP to this bandaged fellow? If the MEDP are inherited through near-death experience, that makes it a lot less likely that Arc or Nvwhatever were present in the opening massacre. Or maybe the inverse of my theory is true and Shiki inherited the MEDP from the bandage guy.
