Question about submarines and FCs

>Character 1 has an FC with level 100 submarines and almost everything unlocked
>Character 2 has an FC with no submarines yet, on a different DC

Is there any way to speed things up for Character 2's submarines? Can I send fully upgraded subs or something on say, Character 3 transfering him from C1's world to C2's world?
