I disagree. Sarah added a unique dynamic by being the only other kid, and played as an opposite to Clem because she had been completely sheltered from the apocalypse up until you met her.
I think Rebecca might have been the worst simply because it feels like her personality is completely rewritten between episodes, despite setting up so much conflict with her at the start.

S2 just felt really rushed to me. Like comparing its set-pieces to any of the hub areas in the first season where you could have multiple branching conversations with every character.
