Minor xenos maybe, but no minor xenos faction is a threat to the Imperium. Hell, the Tau are like, 30 minor xenos factions in a single coalition, and they're considered a fucking joke.

Honestly? I would assume maybe a dozen at most. Guilliman will probably commit exterminatus on worlds that he thinks are about to be taken by the Tau in order to deter them from continuing any further.
