Otoya's line seemed to originally be addressed to Nanoka rather than Hyakka though, I have a tough time telling. It was 菜花さん、やればできるんですね。(Nanoka-san, yareba dekiru ndesu ne.) as in "Nanoka-san, you can do it if you try". Or "Nanoka-san can do it if she tries". I think the interpretation is just as valid, honestly.

Furinkan notes that: "There are many words for the paper charms and talismen that are shown throughout the series. The one that commands the frog and turtle ayakashi that was placed in their mouths is a charm called a "juufu" (呪符)." Talismen isn't a word. It is talismans.
