We also need to work under the assumption that the parts of the cities we see as players isn't the full city. Think about the small amount of wards we have access to for housing compared to what it would take to house a full population. There will be more buildings and stuff everywhere that we just don't see. Ul'dah and Limsa are probably the full city, with their population housed elsewhere(tm), but Gridania is TINY for a main city, but also doesn't work on standard capitalism principals because of their literal connection with nature
