If I were a world dictator, I'd make it illegal for women to be out in public without wearing a bra. Being flat chested isn't an excuse, all women must wear bras with no exceptions. Bras will be provided by the state and there will be regular mandatory fitting sessions to make sure everyone is wearing the right size, so no one can get away with saying they don't have any or that they don't fit. The bras will have chips in them so they can be detected without the woman needing to expose herself. Women who violate this law will be locked into iron bras that can't be removed withoht authorization.
