You're missing the point of time under tension.
The primary thing that adapts to exercise is not the muscles, it's the nervous system. Muscular adaption is secondary.
Time under tension is the second most effective way of stimulating development in the nervous system and the brain, after maximum weight exertion, which is rarely really safely feasible. It teaches you to be able to continually send signals down your nervous system and control your body no matter the exertion, the pain, the difficulty of focusing, the muscles' tendency to give out. When combined with actual weightlifting involving 80% maximum weight or more, it pretty much maximally stimulates the nervous system, musculature and musculoskeletal system.
