The Japanese have some claim, I suppose, to the original warlords. Their country, for some hundreds of years, was under the control of warlords - the samurai. And yet, in the second world war, the Japanese diverged entirely from the pattern which I have been presenting in previous lectures: there was no Japanese warlord - no single figure who led Japan into war, who directed The war, who made the decisions, and so on. It is often supposed that general Tojo was such a warlord. It is true that, for quite a long time, he had been a leading general in the war with china. It is also true that he was minister of war before the second world war and indeed became prime minister just before it started. Ironically, he was made prime minister in the hope that he would keep the army under control, and maybe that Japan would not go to war after all. He seems to be prime minister before the war ended, and play no role in ending the war. He was simply representative of a wide class of generals, of admirals and, to some extent, of civilians, contributed towards making policy or allowing the policy of Japan to happen. Until 1867 or they're about, Japan had not existed as a power, but headlane open, a victim, supposedly, to the penetration and to the imperialism of European powers and the United states. But when Japan was forcibly opened by American gunboats, the japanese, buy an extraordinary effort of decision, determined they would not make themselves into europeans. The traditional system was overthrown, and the emperor, or mikado, who had merely been a religious figure for hundreds of years, was suddenly brought out and made the figurehead of what is known as the Meiji revolution. Then, within 20 years Japan learned all the lessons of europe: it learned about constitutionalism and established a parliament; it learned about industrialism; it learned about modern armies; it learned about navies. But in its learning there was what one might call a rigidity.
