That's what I mean though. The shade isn't as dark as a Titans blue, but it does harken back to the idea. Londo Bell being staffed by people who were affiliated with the AEUG doesn't really change their purpose, which is to contain Spacenoid aggression.
As for the Gustav Karl, I think it's not as clear cut as you say it is. In the movie they open fire on a city full of civilians just to make sure Mafty doesn't get away with killing more Federation politicians. This should be more evident in the second movie where the Kimberly Unit takes part in a pretty brutal massacre of Mafty members at Oenbelli. The footage of which becomes a plot point to show the sheer brutality of Federation forces on their mission against Mafty. Also features Lane in the Penelope sinking Mafty's ship, which is staffed mostly with non-combatants. By the time of HF the Federation government as a whole has climbed quite a few steps in the opppression ladder.
