Dofla seems to be a microcosm of Imu and the world government but really it feels like Oda blew his load on a god-tier character and now is impossible for Imu to live up to him so it just feels like Imu is a Doffy-lite

The more I see it the more I realize Imu is a Doflamingo lite without the charisma
