All of them don't look like the actual characters but like some San Fran twats who slapped their costumes together at the local thrift store instead.
It and the realistic artstyle were probably the result of them in the end going with Sony's mo-cap/face scan equipment and also one of the reasons why they wasted so much time and money on the whole thing.
I wouldn't be surprised if they went through tons of different art styles during production, discarding months, if not years of work multiple times, and with them designing every single fucking thing in the game, be it rocks, weapons or shit like futuristic noodle cups, toilets and spatulas it would've been a massive amount of work.
