That's an extremely obvious indicator as to what's wrong with the voting system in general, there is just no way to get any kind of focus out of it. The best case scenario is when you are just putting on official seal on what everyone wants anyway, which is why democracy works in extremely homogenous, unified societies such as pre-1980s Sweden and completely falls apart once a non-negligible minority tries to drag the group into any other direction.
