Personally I think every shipper is going to get everything and nothing all the way to the end of Deltarune. Chapters 3 and 4 has something for everyone, but again, nothing definitive. I used to think Susie and Noelle ending up together in the end was absolutely certain, but now I think we're going to end up in a situation where everyone can claim they have won, but really nobody has. This will keep everyone happy... but also arguing forever.
Which kinda sucks but it's also understandable that Toby wants to please everyone and also not get murdered by an insane shipper who feels burned.
