It's because Disney is cheap as shit, they could absolutely afford to put some money and effort into a book-market branch of Marvel (like back in the day with Epic), they just don't want to. It's why Alex Ross's Fantastic Four: Full Circle had to be published by Abrams under their Marvel Arts banner instead of Marvel-proper, Marvel can't (or isn't willing to) pay Alex Ross his normal page rate, that's why he only does covers for them right now.
