Heroes of Might and Magic. 3, to be precise.

*Old* strategy franchise, tied to the RPG franchise Might and Magic but mostly because they wanted to slap a successful IP on a new product.
It's not real-time strategy, it's turn based.
You got heroes walking on the overworld map, looting shit, claiming mines & villages, and when they encounter something bad the game switch to a small battlefield view and you get a light tactical turn-based battle with whatever troops were following your hero.
Then you build cities, and spent 60 turns trying to have your reinforcement catch up to your main army.

An actual good entry point for anyone who tried to get into RTS but always get overwhelmed.
HoMM has most of the shit you need to manage in a RTS, but you have all the time in the world to make your decision.
HoMM1 is the simplest, with a fairy-tale children book artstyle.
HoMM2 is 1 with more shit, and the art style getting more serious in battles.
HoMM3 is the peak and still played today.
Shit hit the fan for the series after that.

Personally I would prefer it to be like in HoMM.
Province-based always feel too abstract and really limit what actual map design you can do, since everything will be more or less passable.
