The higher ones base stats and Haki is, the better Paramecias become.

You're right that Mythical Zoans also are up there but I still think top tier Paramecias outclass them generally among top tiers. If I was Garp I'd rather have something like the teleportation, earthquake, strength, or cage fruit over Kaido's dragon fruit.
