Definitely not a What If, definitely canon, and after speaking with Cheshire Cat in the dungeon you'll see it's definitely not a fake out.
The other Anon is probably right considering that BS2 starts on Grimm's 65th cycle at TCO's Wonderland.

Jsyk, you don't need to enter the CD at all to access the DLC3 content.
Speaking with her at the entrance is good enough.
That convo where she introduces herself is all that you really need.
