No one knows. All we know that members of the Obsidian division was the best of the best within the military as stated by Orphie herself. Due tot eh heavy loses from the fall of the old capital, the decided to try multiple ways to quickly replenish soldiers, Magus / Orphie being a by product of this. Magus was deemed a legendary solider so she was a likely candidate.

Now we're entering headcanon territory, but what likely happened is that the clones probably could not live up to expectations (exactly like how the anby clones came out). So instead of hoping one of them will have the mind of OG Magus, they simply made a gun with her memories to instruct the clone in combat more likely than not.
