I don't think it was as egregious with Tenna since Ralsei does participate as a contestant and tries to talk him down a few times, and you fully understand why Tenna is more fixated on Susie as being the first fresh attention he's gotten in years and Kris with all of the shit they have going on.
With Queen/Chapter 2 in general you have the general excuse of "Queen need a Lighter for her plan so she doesn't give a shit about Ralsei," but overall it's probably more just "this Chapter is about Noelle and Susie and some Kris and Berdly and we don't have time for Ralsei right now, we'll get to him in Chapter 3 and 4." Stuff like Queen completely forgetting about Ralsei when she captures everyone else is probably just Toby leaning into it as a bit.
