The anon that suggested Harumasa isn't exactly far off. He's stated to be an archery and blade prodigy, he's just also really sick so that hinders him. I think Miyabi is carried by Tailless and while skilled we don't know how strong she is without it.

But I agree about Lycaon and Hugo. Compared to the others, they're definitely at the top.
