What is the fastest, easiest, and cheapest way to reduce crime in the US?

Say what you will about blacks but they always seem happy, doesn't look like they over think or worry too much about things, they are chatty, they are always doing stuff outside, etc. I could imagine it must be fun to go to a park and play basketball with them, or have a quick chat if one of them sits next to you in the bus.
