I think you're misunderstanding a bit thinking that all capos are Lei Heng tier. Lei Heng is an anomaly among capos, because he's literally a spy from another syndicate where everyone is super strong, actual capos should be quite weaker. He's (probably?) around sottocapo tier, which is (probably?) on the same level as assoc branch director, Xiao without EGO, Yujin but not overworked to death, etc.
