Boruto is still tied to the manga, and shueisha's new position on not adding filler still applies (one piece going seasonal) Tv Tokyo would obviously love to bring it back but now they're restrained by manga. Pokemon and Yugioh on the other hand are anime original toy commercials, they're not bound to follow some manga or another. Filler isn't filler, it's just content.
