The ostensible purpose of alternative energy was to eliminate dependence on imported fossil fuels. Especially vis-a-vis Russia. Which the United States hoped to economically isolate to keep Russian influence out of Europe. Thereby maintaining American influence there. Not only does Europe have almost no energy, neither does America's other vassals. Japan, South Korea, Taiwan, etc.

Basically, the solar push was geopolitical, not economic, and definitely not environmental. When we first started pushing alternative-energy, Western countries had a near monopoly on the technologies. The problem is that China began investing heavily. Mostly because they are also dependent on imported energy, but also because they understood the game, and because they knew they could develop a near-monopoly on the inputs(rare-earths, lithium, etc).

This has created a dilemma for America. If we stick to oil, we empower Russia. If we move to alternatives, we empower China.

America is currently playing a weird game of trying to expand our domestic oil production to hold down oil prices to reduce Russian oil revenues in hopes of bankrupting Russia with the aim of collapsing the Russian state into Balkanization. But we cannot increase our oil production any further, and we are burning through our reserves. We tried to pressure the Saudis to use their influence in OPEC to increase production, but the Arab monarchies told us to fuck off.

If we cannot increase production, we at least need to hold down demand with renewables. The problem is, over the long-term we will not keep Europe regardless of what we do. The best we can hope for at this point is to create a schism/competition between Russia and China, as well as between China and the Middle-East/India/etc.
