Putin is once again pitching Moscow as the place for talks with Ukraine, even promising Zelensky “100% security” if he came. But in the same breath he said reaching real agreements would be almost impossible. He pointed to Ukraine’s constitution, arguing that any territorial deal would need a referendum, which can’t happen under martial law. He also claimed Kyiv once ruled out direct contacts but now wants them. As usual, he warned that NATO membership for Ukraine threatens Russia and insisted security guarantees must cover both sides.
