Finally got this done, I don't draw, and I had to use board markers to color this, but I feel that it works.
It is Queen Gert.
I wanted to make a reference to that one brief scene where Vegeta runs and charges his attack against Goku, my favorite scene in that fight. The way that his fist is outpacing the camera is why.
