First of all, the level design is trash. While not as bad as system shock 1 (which was built retarded on purpose as a joke according to the lore) the ship's levels are still a disorganized mess. And while at the time it was novel for a FPS to have environments/levels that actually somewhat resembled an actual real space where humans live (unlike quake which is intentionally just corridors with weird texures), 25 years later it fails at that task. Actually it's pretty amazing what time has done to the game. When I first played SS2 the bottom felt like the top but now it's such a stark difference.
Beyond the environments themselves system shock 2 really fails to deliver on interesting gameplay. As a horror game it fails because the only way it's horrific is when you try to use weapons without foreknowledge on how shitty the weapon degradation system is. Just ignore guns, use your wrench and you'll get far against very predictable and weak enemies. Then late in the game when you have the resources you can use guns to save time. As for what you're doing on levels, basically every level is annoying scavenger hunt where you find 4 poison tubes and put them in 4 receptacles or destroy 21 eggs.
