You can play in a private server alone. I don't know if being in a public one matters at all with the luck since I've done both public and private but couldn't tell the difference in the spawn rates. I did get lucky today though and had 3 Gods + a Secret spawn for me during the Dreamy event in private so really in the end it all just comes down to luck on what spawns for you
