Etolie's Wand subclass and the Gunblade Slayer I took a different route, giving them a slowly building resource that you can use to do the cool guy stuff, Wand-sub allows you to make them stronger the more you have, but figuring how lightning fast combat is it's kinda hard to build them up unless you throw yourself into enemies in turn 1, you score a lot of kills and crits, or if the combat lingers on (where the subclass shines, where others lose steam they gain steam). Slayer's don't really scale but meant to be used constantly. Both kinda balance out by having intentionally weaker weapon dice options (D10 Longsword at the highest) and don't have access to things like Great Weapon Master and Sharpshooter. The special moves are what maintains a good DPS making the player use the most out of it as they can.
I kinda took inspiration from CloudBreaker Alliance's Spirit Token system on them both. I tried it and the game absolutely rocks. (CBA > 5e any day)
Etolie's 4th sub, the special singer Bard third caster one kinda does suffer from lack of spell slots. But they have compensation in the form of Bardic Inspirations and their buffed help actions. They can swap in any weapon attack with a 15 ft ranged help action (and they add a d4 to that roll to boot). They can buff their magic rolls with their hit dice and their 13th level feature is pretty much voice-based counterspell. They're meant to be the Gunvolt Lumen Muse / cheerleader singer support.
I really wanna finish this stuff one day, maybe throw it in a small little document and shoot it out to the internet. For now, it's been stuck for years in my Gdocs.
Man...it's so rare to find anyone in the intersection of Phantasy Star and Dungeons and Dragons. I'm pretty tempted to throw out a discord or email and maybe we can all play together sometime where we can explore Ragol once more.
