Purist belief. It's entirely possible to break into the manga scene, it's just hard. As for anime, there's a number of non-japanese animators/background artists working at various studios( and probably more working semi-anonymously as tweeners). Thomas Romain(French) did spaceship design for Space Dandy, Abel Gongora(Spanish) works at Science Saru and was the animation director for the OP of Eizouken and did animation on Devilman Crybaby. You could consider it an uphill battle(not living in Japan, not knowing the language, culture, ect.) but that's all shit that can be overcome.
