He appears in the IDW comics and his original form is part of Shadow's history. He has a decent chance at getting in as a character with a Emerl skin. Vanilla would be based too but I don't know how far SEGA/ST will go for characters especially if they wanna fill it up with crossovers or save some for a sequel. Really depends on the success of the game
