Have you? The Elmo during FP was crossing the border between the USSR and Germany and a subplot was Kryuger getting got with some bullshit. A bit hard for it to be present near Avernus (that's what Paradeus's HQ was called btw) while doing that. A bit of reading would go a long way towards story discussion, as much of GF2 discourages doing just that.
