It's kind of an awkward place to be, and ultimately the issue is that The Bad Guys is a movie franchise, and whatever they do as a TV show is going to be filler between movies and thus there's little room for character development or anything that would be consequential towards the movies. It being a prequel is the least interesting option though, because they're supposed to be criminals but we know that it's a kids' show and they're never going to show the guys doing anything that'll make the parent have second thoughts about them watching it, because all the character development where they go straight is in the movie.
Them being agens of ISGLOP would have the most potential, but because the third movie doesn't exist yet that means it would be kind of limited in what they could do with it, because it can't run over the toes of the movie.
