It's really confusing but it's 5 digimon per pack (all the prelease marketing shots specify 5 digimon x3, those details suggest it's 5 Megas per pack), I think it's because they are adding evo routes to the 5 Megas to the game (and you will need to make them yourself) instead of just putting the 5 into your storage box. (like the 5 NX guys from HM)

That said they could still only add all the GG Megas
