Ultimate goal is to split Romania into West Moldova with capital in Bucharest and Romania with capital in Cluj-Napoca. That's exactly how Russians splitted Georgia into vassal Georgia (beyond Caucasus Mountains) and South Ossetia (controlled directly).

Everything what Kremlin does has this goal in mind. This is why European leaders act so united lately, because they found out how literal these plans are.
