I'd say it's recursive, the universe learns from its past cycles, and information from previous iterations is preserved as seemingly (to us) arbitrary aspects of the universe, like the weight of a proton, the speed of light, the strong force, planck units. These fixed constants are higher dimensional (quantum) informational residues from previous cycles manifesting in compressed form in 3 dimensional spacetime. It only seems arbitrary to us because we lack senses and instrumentation to perceive the full information packet, so it's like a 3D shape viewed by a flatlander.
