My civil defence manuals say, that after 8-14 days it's ok-ish to be out of the bomb shelter.
>day 1-2: shelter 24h a day
>day 3-7:shelter 22 hours and approximately 2 hours in apartment at max
>day 8-14: shelter, apartment and outside, approximately 2 hours outside at max and 2 hours in apartment
>day 15 to the end of the 4th week: shelter, apartment and outside, approximately 14 hours in shelter, 8 in apartment and 2 outside
>week 5 to the end of the 6th month: apartment 20 hours a day and 4 outside
>after 7th month: apartment 16 hours and outside 8 hours
Basically you live/sleep in the shelter and do work/cook food/whatever inside the apartment the most of the time and try to avoid being outside too much, as the fallout is there. Those hour's are given as a maximum time spent outside. Those in shelter should spread the doses between everyone, so that one guy doesn't get the "shit wiener" and get all the dose as everyone else chills in the shelter. And this guide is given with the presumption, that you have 14 days worth of home reserve (food stuff etc.) and the shelter is ok and not buried or anything. It has a air purification system and water supplies.

As you might have heard, 7 to 10 rule applies here, fallout halves with that rule and the most intensive radiation is much lower after 2 days. If you can, stay those 2 days in shelter. After it you can exit if neccessary and find other shelter, evacuate the area or retrive any possible supplies you need.
