good idea. There's always space for more nations and ethnic groups in fantasy settings since they have a tendency to turn into monolithic racial blocks that are both boring and breaks immersion.
I had an idea that all types of elves in a sci-fi settings are descendants of an extremely old elven civilization that spread in waves of colonization across the galaxy and over the millennia mutated to adapt to local conditions and turned into different elf races. By the "contemporary" era the elves are therefor widespread, but highly fragmented since their old civilization collapsed thousands of years ago
