If you know what parameters to tweak, x265 is at least as good as x264 and almost always better. And if you're encoding in 10bit like almost all anime encoders, H.265 10bit has far more widespread hardware support too. Realistically x264 should only be used for H.264 8bit encodes to support playback on ancient hardware, otherwise just git gud and learn x265.
