That is an assumption. Free will and suffering are two separate things.
Animals can suffer, and they don't have free will. An infant can suffer, and it doesn't have free will.
Bad things can happen to people through no fault of their own.
Of course, people often bring themselves suffering to themselves through their actions or lack of actions.

You can look at it that way. If free will is a curse, then it is a curse in the sense that being alive is a curse.
I see it as a challenge. You have the opportunity to make some sort of life for your self and have some sort of standards to hold yourself to. Freedom is the starting point, not the end point.
