I see what you're saying but this isn't really that important, I think. Unique gameplay isn't needed to justify a Sonic character nearly as much as that character's "place" in the Sonic family is. It's not up to the game designers to make the character stick (outside of making an actual good game), it's up to the writers. We already have plenty of Sonic characters with the gameplay of "Sonic + gimmick (gimmick optional)," so character dynamics are what's really important. Ultimately, the majority of fans wouldn't care if Surge is a reskin of Sonic with a lightning gimmick in her gameplay as long as she can carve her own niche within the cast.
And that's why she's in.
