Oracle decks started as a variation of tarot decks, the important difference being that while tarot cards are supposed to stick to certain themes, patterns, and meanings, oracle cards are more free in this regard.
This got adopted in the TTRPG market. Personally, I own The Citadel (picrel), and The Oracle (made as a companion for the Magus, I backed the Kickstarter).
