Varka struck a deal with Dottore and Rerir. Varka's plan was to send Rerir into a Moongate so he can absorb more Kuuvahki enough to kill a Shade, and he colluded with Dottore to fight against the Hexenzirkel and ultimately against Celestia's Four Shades. Once Rerir is fully charge, Rerir can free Varka from the clutches of Hexenzirkel, and Varka can then handover the secrets of the witches to Dottore to help take down Celestia.
