There's a Chinese moba called Fantasy All Stars whose roster is made up of nothing but stolen characters from anime and vidya, any franchise popular with otaku you can think of probably has a character in it. Touhou, Fate, Kancolle, Shonen Jump series, you name it. Of course, all of these characters are used without their owner's permission.
There is one exception though, they did get permission to use one character's likeness. Of course, it's none other than Billy Herrington
