Beyond “This show had 50 characters but could only balance the screentime of 5” was there any reason for this?

I’ll assume he’s talking hard mode and saying that Buster, Plucky etc. are the same characters as the Looney Tunes despite clearly being separate entities. They made one new wacky character and she was based enough to balance everything out.
