"Control and concentration of attention" just mean you have a KNOWING (which is beyond belief) that what you want is already so—and that you PERSIST in that state of knowing. With that in mind, being "free of the outcome" is more like LETTING whatever needs to happen...happen. You DON'T INSIST that everything has to exactly happen the way you expect for the outcome to occur. You are free from that kind of responsibility—which ties to the first point: your only responsibility is keeping that state of knowing.
